Jantri comes up in almost every property discussion in Gujarat, and it is one of the most misunderstood terms buyers deal with. Some people think it is the government telling you what to pay. Others think it caps the price. Neither is right. Understanding what jantri actually does will save you from surprises at the registration counter and at the bank.

What Jantri Actually Is

Jantri is the Gujarat government revenue department annual statement of property valuation. It sets an official reference value for land and constructed property, broken down by area and survey number, with different values applied for different property types such as agricultural land, non-agricultural land, residential units, offices and shops.

Its core purpose is fiscal. It establishes the minimum value on which stamp duty and registration charges are calculated. It is not a price control, it is not a valuation of your specific flat, and it is not an opinion on whether your deal is good. It is a floor for tax calculation.

The Rule That Matters At Registration

Stamp duty is calculated on the higher of your actual transaction value or the applicable jantri value for that property. That single sentence explains most of the practical consequences.

  • If you buy above jantri, which is the common situation in developed pockets, duty is calculated on your actual agreement value.
  • If your agreement value is below the applicable jantri value, duty is still calculated on the jantri value. You cannot reduce your duty by writing a lower number.
  • This is why jantri revisions directly change acquisition cost for buyers in areas where market prices sit close to jantri.

Jantri values have been revised in Gujarat in recent years. Rather than repeat any figure you might read online, check the current applicable value for your specific survey number yourself, because it varies street by street and by property type.

How To Check It For Your Property

Do not rely on what a seller or a broker tells you, including us. Verify it:

  • Use the official Gujarat revenue department portal for property valuation and jantri, where you can look up the applicable value using district, taluka, village and survey or block number.
  • Have the exact survey number, block number and property type ready. The same locality can carry different values for different survey numbers and different usage categories.
  • The sub registrar office for the area can confirm the applicable value, and your advocate or the person handling your registration will do this as a matter of routine.
  • Ask specifically about applicable additions and adjustments for factors such as floor, construction type and property use, since the base land value is not the whole calculation.

Why It Matters For Your Home Loan

Banks run their own valuation, but jantri sits in the background of the whole process. If there is a large gap between your declared transaction value and the government reference value, expect questions. More importantly, your loan is sanctioned against the registered agreement value, so any part of the price kept outside the documented value is money you have to arrange yourself in cash and cannot borrow against.

This is the part first-time buyers underestimate. A lower declared value does not just create legal exposure, it reduces the amount the bank will lend and increases the down payment you must arrange.

The Cash-Versus-Cheque Question

You will occasionally meet a seller who proposes registering at a lower value with the balance in cash, to reduce stamp duty. Our advice is unambiguous: refuse.

  • It is illegal, and understating the transaction value carries penalty exposure.
  • Your loan eligibility falls because the bank funds against the registered value.
  • Your cost of acquisition on record becomes artificially low, which increases your capital gains liability when you sell.
  • Your buyer at resale will face the same problem, which narrows your future buyer pool.
  • You lose documentary protection in any dispute, because the paper does not reflect what you actually paid.

The short-term saving is small compared to what it costs you later.

Practical Points For Buyers

  • Check jantri before you finalise your budget, not after you agree a price. Stamp duty and registration are real money and should sit in your plan from day one.
  • Expect a wide gap in premium pockets. In established areas such as Satellite, Prahlad Nagar, Vastrapur, Thaltej or along SG Highway, market prices commonly run well above the government reference value.
  • Expect a narrower gap in developing areas, where a revision has a more visible effect on the total cost of buying.
  • Jantri is not a market valuation. Never use it to judge whether the asking price is fair. Use recent registered transactions in the same building or lane for that.
  • Verify at the time of your transaction, since values applicable to your property can change with revisions.
